Russians Tour The John Marshall Law School During Chicago Visit

A Russian delegation, in Chicago as part of the Open World Program, spent an afternoon at The John Marshall Law School to learn about law school instruction in the United States.

The Russians, two judges and four court administrators from St. Petersburg, were in Chicago for eight days as guests of the U.S. District Court for the Northern District of Illinois. During that time, they visited law firms in the Chicago area, federal courts, jury rooms, and Cook County Court and Jail.

The Open World Program is sponsored by the U.S. Congress and administered by the Library of Congress. It is designed to bring leaders in a variety of fields to the United States to help with their understanding of how government is run. The Russians were especially interested in the jury system in the U.S. Russia does not now allow for jury trials, but there are plans to begin offering trials by jury, according to Dan Lehmann of the U.S. District Court.

Before they departed, the Russian guests and U.S. District Court Chief Judge Charles Kocoras signed a "sister" agreement, and the St. Petersburg guests extended an invitation for an exchange to Russia in 2004.

Predatory Lending Laws Examined at John Marshall

The John Marshall Law School Fair Housing Legal Support Center is hosting a two-day program, "An Update on Fair Housing and Predatory Lending Laws," Friday and Saturday, Sept. 5 and 6, at the law school, 315 S. Plymouth Ct, Chicago.

The conference will address predatory home lending practices, which continue to be of concern to those in the fair housing community. Presenters will focus specifically on the remedies available to people who are injured by predatory lending.

On Sept. 5, keynote speaker Carolyn Y. Peoples, assistant secretary for the U.S. Department of Housing & Urban Development (HUD) in Washington, D.C., will present an update of the HUD Office of Fair Housing and Equal Opportunity. An afternoon panel will present a basic look at both the federal and state laws that concern predatory lending practices.

The Sept. 6 morning panel will discuss how counseling and education can help borrowers free themselves from predatory lending situations. At the final session, civil rights attorney John P. Relman, of Relman & Associates in Washington, D.C., will lead a practical discussion on how people can defend against foreclosures.

Faculty Activity and Publications

Professor Michael P. Seng

Activities

He was a guest of the American Constitution Society (ACS) in Washington, D.C. on August 2 and 3. Professor Seng is the faculty advisor for The John Marshall Law School Chapter of the ACS and while in Washington, he participated in a planning meeting of law school faculty advisors. This was the first national convention of the ACS and was attended by over 400 participants, including many law students. The ACS was founded to promote a progressive interpretation of the American Constitution. Professor Seng attended stimulating panel discussions on Legal History, Judging in a Conservative Era, and National Security Law. U.S. Supreme Court Justice Ruth Bader Ginsburg delivered the Keynote Address. Professor Seng said that he left the convention with a renewed sense of mission and optimism. Much of this was due to the real enthusiasm shown by the law student participants.

On August 4, 2003 he met with officials at the U.S. Department of Housing and Urban Development and at the Fannie Mae Foundation to plan further activities of The John Marshall Law School Fair Housing Legal Support Center and Clinic.
