On August 1, 2002, he retired from his position as Chairman of the Illinois Educational Labor Relations Board. Professor Berendt was initially appointed in 1986 to replace the agency's first Chairman, Professor Martin Wagner of the University of Illinois. In his more than sixteen years on the Board, he participated in over 1500 agency decisions implementing the Illinois Educational Labor Relations Act. During his tenure at that agency, the annual number of educational employee strikes declined dramatically from an average of 25 strikes per year to between 5 to 10 per year in recent years. Prior to his appointment to the IELRB, Professor Berendt was Chairman and Executive Director of the Illinois Office of Collective Bargaining. Before joining The John Marshall Law School faculty in 1975, he served as an attorney for the National Labor Relations Board in Washington. On July 9, 2002, he delivered a eulogy at the memorial service for Julie K. Hughes, General Counsel of the Illinois Educational Labor Relations Board. Ms. Hughes, who was also a member of the Law School's adjunct faculty, died on July 1, 2002. Professor Berendt recalled, "Julie Hughes was much loved by everyone in the Chicago labor/management relations community. She was particularly popular with her students at John Marshall and other area law schools where she taught. Students who had the good fortune to take one of her courses were educated by an incomparable labor law expert. We at John Marshall will miss her and express our deepest sympathy to her husband, Bill, and children, Allison, Andrew and Amanda." Clinical Professor F.
