Fair Housing Center Holds Conference

On Friday, September 14, 2001, The John Marshall Law School Fair Housing Legal Support Center held its semi-annual Fair Housing Conference sponsored by the Fannie Mae Foundation. Many of the speakers and attendees could not be present because of the terrorist incidents on September 11, but everyone pulled together and the program went off smoothly with over 120 persons attending out of an original registration of approximately 300 persons. The Acting Assistant Secretary for HUD's Office of Fair Housing and Equal Opportunity, Floyd May, boarded a train and traveled for eighteen hours so he could be present at the conference.

The program was abbreviated to accommodate the day's events. John Marshall Clinical Professor Joseph Butler spoke on the section eight program and whether the refusal of landlords to rent to section eight recipients violates the fair housing laws. Clinical Director W. F. Caruso headed a panel with Mary Davis of the Leadership Council for Metropolitan Open Communities and Floyd May that discussed discrimi nation in publicly subsidized housing.

In the afternoon, Professor Michael P. Seng and Clinical Professor Damian Ortiz, together with Gordon Patterson, a HUD Equal Opportunity Specialist, and John Staas, Director of Legal Services at Asian Human Services in Chicago, discussed housing discrimination against new immigrants. This topic was made especially relevant by the week's events.

The program ended with a discussion of housing problems experienced by American Indians. Kris Rengert, a senior research fellow, spoke over the telephone from Washington, D. C. on mortgage lending to American Indians. Robert Neal, a JMLS alumnus and Team Leader for Grant's Management of the Eastern Woodlands Office of Native American Programs at HUD in Chicago, spoke on HUD's role in protecting Native Americans.

The program was videotaped and will be made available to those who could not attend. It is contemplated that many of the sessions will be repeated at a future JMLS/Fannie Mae Conference.

Governor Appoints Professor Ann Lousin To Illinois Courts Commission

Gov. George Ryan has appointed Ann Lousin, professor at The John Marshall Law School in Chicago, as an alternate citizen member of the Illinois Courts Commission. She began serving in July 2001.

Since 1964, the Illinois Courts Commission has been the disciplinary panel regulating conduct of Illinois state judges. Until 1998, only judges were members. That year, a constitutional amendment provided that two non-judges, called "citizen members," and two alternate citizen members were to be appointed by the governor. All citizen members serve at the pleasure of the governor. Alternate citizen members serve when a citizen member is unable to participate in a decision.

Professor Lousin served as research assistant for The Sixth Illinois Constitutional Convention. From 1971 to 1975, she was on the staff of the Speaker of the Illinois House of Representatives, including serving as Parliamentarian of the House from 1973 to 1975.

In 1975, Professor Lousin joined the faculty of The John Marshall Law School. She has taught Illinois Constitutional Law and speaks and writes often on the Illinois Constitution, a subject on which she is a recognized authority.

Professor Lousin, a Chicago resident, has served on several not-for-profit boards and governmental commissions. She served as chairperson of the Illinois State Civil Service Commission from 1977 to 1983, and was a member of the Redistricting Process Review Commission from 1992 to 1999. Professor Lousin has been a member of the Adult Advisory Board of the Illinois Department of Corrections.

Student Activities

Monday, October 1st

The Christian Legal Society will meet at 10:45 in room 1105.

The Decalogue Society is sponsoring a bake sale in the student lounge. The proceeds will go to research for Rett Syndrome and to the "Chicago Remembers" fund for the disaster victims.

Wednesday, October 3rd

The Latter Day Saint Student Association will meet at 3:00 p.m. in room 428.

Thursday, October 4th

If you are interested in purchasing a class ring, Josten's ring company will be present in the student lounge.

The Health Law Society will meet at 12:00 in room 201.

This is the first meeting of the Employee Benefits Law Student Association. Election of officers will be held. If you are interested in this area of law, please plan to attend this meeting. 12:00 room TBA

The John Marshall Vocal Ensemble is our "in-house" choir for students, staff and faculty. The first program for the Ensemble would be held in December at our Annual Holiday Party. Please contact Miss Criss in room 212 if you are interested.

Joint John Marshall/ABA Cybercrime Program Postponed

The terrorist attacks against the United States have forced The John Marshall Law School's Center for Information Technology and Privacy Law and the Criminal Justice Section of the American Bar Association to postpone the Oct. 25 through 27 Cybercrime Conference.

Many of the guest speakers worked for government agencies that are now involved in the investigations stemming from the bombings of the World Trade Center and the Pentagon, said Leslie Reis, director of the Center. It is hoped that the program will be rescheduled for early in the spring semester.

Professor Gerald E. Berendt

Activities

He spoke about Non-discrimination and Tolerance at the McHenry County Diversity Day program in Woodstock Square on Sunday, September 23, 2001. The program included speakers of many faiths, including Islam. Professor Berendt also joined other religious schoolteachers and students of Congregation Tikkun Olam singing several traditional Jewish songs of peace.

Professor Alberto Bernabe

Publications

His article, "Silence is Golden: The New Illinois Rules on Attorney Extrajudicial Speech," will be one of the featured articles in an issue of the Loyola Law Review dedicated to current issues in Illinois law.

Professor Willis Caruso

Activities

He has been appointed to the Fair Housing Committee of Forum On Affordable Housing & Community Development Law Of The American Bar Association. The Committee plans the programs on Fair Housing for the Forum and distributes materials to keep the Forum members up-to-date with respect to Fair Housing Law.

He addressed the Eleventh Annual Indiana Affordable Housing Conference on September 11 and 12, 2001 in Indianapolis, Indiana. His topic was the words, phrases and procedures that cause violations of the Fair Housing Act for managers of Affordable Housing.

He has been reappointed as the Chairman of the Affordable Housing Sub-Committee of the Real Estate Committee of the Chicago Bar Association. Adjunct Professor Lewis W. Powell III will serve as Assistant Chairman of the Committee.

Professor John D. Ingram

Publications

His article, "Priority Between Insurer and Insured in Subrogation Recoveries," 3 Conn. Ins. L.J. 105 (1996), was cited recently in 75 N.Y.U. L. Rev. 354.
