`Information Convergence' Opens 25th Anniversary Celebration of IT & Privacy Center

This academic year, the Center for Information Technology and Privacy Law is marking its 25th anniversary.

Leslie Ann Reis, director of the center, said events throughout the year will focus on various aspects of the center's program.

"When the center was officially organized in March 1983, courses in technology and privacy law were seen as interesting electives. Now the legal community recognizes that technology and privacy issues impact virtually every area of law and practice," she said. "The work of the center has come a long way-from the research and scholarly projects of the 1980s to the practical aspects of educating lawyers and business professionals to succeed in today's technology-driven world."

The center's 25th anniversary celebration opened Nov. 9, with a day-long conference, "Information Convergence: At the Boundaries of Access," featuring academics, information specialists and practitioners from the fields of information technology and intellectual property who examined issues raised by the linkage of information with technology and property.

Topics included "Counter Terrorism and Systems Dynamics: Modeling Organizational Learning to Post Modern Terrorist Groups" presented by Alex Tyakoff of Canada's British Columbia Institute of Technology; "The Role of Human Rights Laws and Authorship Norms in Protecting Textual Integrity," presented by Professor Roberta Kwall of DePaul University School of Law; "Dead Ends and Dirty Secrets: Legal Treatment of Negative Information" presented by Professor John Cross of Brandeis School of Law at the University of Louisville; "Information Governance" presented by Professor Michael Madison of the University of Pittsburgh School of Law; "The Political Economy of Data Protection" presented by Professor Peter Yu of Drake University Law School; and "When Worlds Collide: The Uneasy Convergence of Creativity and Innovation" by John Marshall Law School Professor Doris E. Long, chair of the Intellectual Property, Information Technology and Privacy Group.

Conference attendees were excited by the range of topics. One told Long, program organizer, the conference was "the most high level discussion of issues" program she had ever attended.

"The topics from this conference tell you that we in the field are looking not only at the present, but out in to the future. New inventions and new applications will continue to raise serious issues in the law," Reis noted. "I find it an exciting field to be working in, and our students and practitioners are just as enthusiastic."

The John Marshall Journal of Computer and Information Law will publish a symposium issue for the conference. The journal, an international publication dedicated to information and communications technology, has been publishing since 1987.

A second event hosted by the center was a CLE program, "Gateways and Barriers to Law Practice Marketing through Technology," attended by more than 100 attorneys. The Nov. 16 course covered the use of the Internet as a tool for client development. Speakers outlined the policies that govern Internet use for legal business and gave tips to attorneys interested in learning to design a strategic marketing plan that maximizes the use of technology within ethical parameters and still is consistent with ideals of professionalism.

Other programs are being planned for 2008, Reis said.

She presented the paper "Hard Earned Lessons from the IP Wars: The Dis-Integratory Impact of Global Trade on Regional Governance" at the CSGR/GARNET Conference at the University of Warwick in Warwick, England on Sept. 17, 2007. This paper, which builds on her earlier work on democratizing harmonization standards for international intellectual property rights, focuses on the dis-integratory impact of global trade on regional governance institutions using current international hegemonic disputes between the United States and European Union over intellectual property rights as the focal point for her analysis.

Publications

Long's article, "Messages from the Front: Hard Earned Lessons on Information Security from the IP Wars," will be published in the Michigan State University Journal of International Law. The article details 10 lessons learned from the current conflicts over the protection of intellectual property in cyberspace that may prove helpful in establishing workable international standards for the protection of commercial transactions on the Internet. The 10 lessons involve such critical issues as the distinction between protected information in the hard goods world versus cyberspace; the role of technology; and the international needs of electronic communication.

The second edition of the textbook Contracts Law and Practice: Cases and Materials, of which Long is a co-author, has been published by Lexis Nexis.
