Ralph Ruebner came to John Marshall with 12 years of experience as an appellate litigator,
heading the Elgin and Chicago offices of the State Appellate
Defender and representing indigent criminal defendants at all levels of
appellate review. He has represented victims of government abuse in a number of
countries, including the former Soviet Union and Peru.
Dean Ruebner has
published articles and presented papers at various international conferences on
human rights topics, and has testified before Congress on human rights
conditions in Peru.
From 2001-2003, he served as legal director of the Law Consortium for
Palestinian Legal Education, a Rule of Law Project of U.S. A.I.D. In that
capacity, he also visited Palestinian law schools in the West
Bank.
He has drafted legislation in Illinois, making it the first state to
criminalize international terrorism. He is the author of Illinois Criminal Trial Evidence and Illinois Criminal Procedure, and co-author of Illinois
Decisions on Search and Seizure. Dean Ruebner has served as a faculty
member of the National Academy for Judicial Education and as a reporter of
judicial conferences in Illinois.
Dean Ruebner joined the faculty in 1981. He founded John Marshall's Criminal Justice Clinic and served as its director
for four years, served as Moot Court director for 16 years, and was the law
school's Centennial Planning Committee chairperson. He was named associate dean for academic affairs in 2007. He teaches Criminal
Procedure, Evidence, and International Human Rights.
