Timothy O'Neill teaches and writes in the areas of criminal law and criminal procedure. His scholarship on these topics has been cited in more than 50 federal and state appellate court opinions. Chicago Lawyer magazine recently included him on its list of "10 of the Best Law Professors in Illinois." His scholarship was instrumental in the legislature's decision to introduce degrees of murder in Illinois. He co-authored (along with Professor Susan L. Brody) the revision to the Illinois Supreme Court Rules that first mandated the use of standards of review in all appellate briefs.

Professor O'Neill's Op-Ed articles on national legal issues have appeared in the The New York Times and the Chicago Tribune. For the last 14 years he has written a by-lined monthly column on criminal procedure for the Chicago Daily Law Bulletin. His pro bono work in state and federal appellate courts includes Death Row representation, as well as writing amicus briefs for the National Association of Criminal Defense Lawyers and the Illinois Attorneys for Criminal Justice.

In 1990, the Illinois Supreme Court appointed Professor O'Neill to the position of Reporter to the Illinois Committee on Pattern Jury Instructions in Criminal Cases; during the 10 years he served in that position he helped produce both the Third and Fourth Editions. His recent law review articles include an analysis of the nature of criminal confessions as seen through the writings of Albert Camus and Arthur Miller; a discussion relating the ideas of Isaiah Berlin to the Western films of John Ford; and an argument that Miranda v. Arizona is more easily explained as a Fourth Amendment search and seizure case rather than a Fifth Amendment decision.
